BREAKING: Parsons wins $85M owner's-advisor deal for Space Command HQ at Redstone Arsenal

Parsons has landed an $85 million agreement to help manage the design and construction of U.S. Space Command’s new headquarters at Redstone Arsenal in Huntsville, Alabama, SpaceNews reported today.

Parsons (NYSE: PSN) said it was selected by Army Contracting Command–Rock Island, in coordination with the Air Force Civil Engineer Center, under an Other Transaction Authority (OTA) agreement. The initial award covers a 75-month performance period and is new work for the company.

Parsons is not building the headquarters. It will serve as the government’s “owner’s advisor” on a progressive design-build project, providing program and construction management support through planning, design, construction and operationalization. In that role it will oversee execution on the government’s behalf and help manage scope, cost, schedule, quality and risk. A separate design-build contractor handles the actual design and construction.

The campus at Redstone is planned at roughly 950,000 square feet and is meant to support up to 1,800 personnel. According to Parsons, it will include a Command and Control Facility, a fusion center, a visitor control center, and supporting infrastructure built for 24/7 operations. Parsons called the effort one of the Department of War’s largest progressive design-build initiatives to date and one of the Air Force’s first uses of an owner’s-advisor delivery approach.

Why it matters: This award puts a name on the team that will help the government deliver the Space Command HQ in Huntsville. An owner’s advisor is the government’s check on cost and schedule for a secure, complex facility, and the Air Force is treating this as a model for how it runs future big-ticket military construction. For the Tennessee Valley, it is another sign that the headquarters is moving from site decision toward design and construction.
